Error googleapiclient.http:Encountered 403 Forbidden with reason "forbidden"

I’m using Google Api with a phyton script to discover URLs indexed for a given website. The script works however we are having difficulties in setting up the API console because when we launch the script we keep getting the error message “googleapiclient.http:Encountered 403 Forbidden with reason "forbidden" ” which is not displaying the actual reason, and we don’t understand where to fix it.

Can someone help to find out or give us idea on where in the API console we would have missed some setting details?
