Hello Alok,
The hotel campaigns are targeted to all devices by default. So, it won't let you target to a specific device. That is the reason for facing action not permitted error. Since these campaigns are targeted to all the devices, if you want them not to target a specific device you can do that using campaignCriterion service and setting bid_modifier for that specific device type to 0.
