Hi Kimsrung,

We don't currently plan to add this functionality to the API. However, you may want to check out our Estimating Traffic guide and Generating Targeting Ideas guide, both of which will give you suggested bids and volume for keywords. Based on that information, you may be able to estimate your campaign budget.
