Hello, 

You will be able to use MobileDevice, Platform and WebPage criterion for targeting mobile/tablet devices on different platforms and webpages of the advertiser. If your looking for the specific drop-down values, they are currently not supported through the API. Please refer to the PHP code sample on how to add targeting criteria to the campaign as a reference.
