Newly created accounts under MCC with MDS and billing/payments

Hello!

Is it true that when the new AdWords account is created under MCC(with MDS) using ManagedCustomerService and then campaigns are added to this new account, these campaigns will automatically start running? 

It is very confusing, but we trying to find the most painless and straightforward way to make sure our newly created accounts and their campaigns will be running under whatever billing/payment method necessary without any manual intervention via MCC UI whatsoever, only using billing-related API calls. Possible?

MDS, consolidated billing, direct payments via CC, etc. Experts, what are our API-only options?

Yes we do but looks like he doesn't know much about API
