Total Conversion Value changing in XML

Hi All,

i am running Adwords API Report for Yesterday (or) before a week day - every day 

i am getting different  value of "total conversion value " for same product , same date in API downloaded XML

For example :

i run API XML download for a Product "XXX" for date of "04th APR 2017" on "07th APR 2017 " = > The value is "0.00"

if i run API XML download for same product "XXX" for same date of "04th APR 2017" on  "27th APR 2017" => The Value is " 289"

Is anything i am doing wrong ? Like 

A)  The time zone difference for downloading XML

B)  Any time-period interval needed to get the exact value for any product
