Cannot find "API Center" in my Google Ad account setting menu!!!

To obtain the "Developer Token" all documents say "navigate to TOOLS & SETTINGS > SETUP > API Center" but I couldn't find such a path anywhere!!!!
how am I supposed to access/generate developer token?

Hi Ali,
Only a manager account can generate a developer token. If the above doesn't help, could you send us a screenshot of your non test manager account that shows you don't have access to creating a developer token?
