TWO_STEP_VERIFICATION_NOT_ENROLLED Only for UserList

Hi Support team,

We have the error TWO_STEP_VERIFICATION_NOT_ENROLLED for UserList when call AdWords API,  but for other entities such as Campaign, AdGroup etc. we don’t encounter this error, do you know how to resolve this error for  UserList?
