I can't set billing information and paytype if set "Russian Federation"

And if i use test account, i have error "

TERMS_AND_CONDITIONS_NOT_SIGNED"
In product account i don't see "

MCC account > Click the Gear Icon > Go to Billing > Billing preferences"

How do I get re-billing settings????

Для клиентов из РФ необходимо открыть кредитную линию и подписать T&C в письменном виде.

Свяжитесь, пожалуйста, со службой поддержки AdWords для того чтобы подключить кредитную линию для вашего MCC.
