I want to know, what type of access my manager account have over its client accounts, there must be some way to get this data through adwords api?

I'm afraid that retrieving the information you highlighted in your screenshot is not supported in the AdWords API. You may follow our blog for updates.

This can only be obtained via the Google Ads UI. You may also reach out to the product experts in the Google Ads Community Forum to confirm whether there are other methods to obtain the said information.
