ads api: change status api stuck, never return or raise an exception

We are experiencing the same issue. We use V2 version of the API from Python and after 1 hour the API raises RetryError with following message:

Deadline of 3600.0s exceeded while calling functools.partial( ... )

Our monitoring system has first detected this issue on 2020-07-22 7:00:00 UTC. The issue occurred multiple times for various customers. The application is hosted on GCP and other services are working fine, so we assume that this is not a problem of our application nor the network. Change status itself was working fine yesterday.
