Developer token for indepedent developer

Hello!

I am independent developer.
I have online private site with different SEO services.

I want to build new service, that will work like that:
1) user sends list of queries ( a lot of thousands of queries )
2) i get stats for those queries using TargetingIdeaService
3) i send results to user via email

It is possible for me to get approved developer token?
Do i need to ask my clients to "connect" to my brand new mcc account?
How google will check my app, if my site is private?

And another question:
It seems i missed email from google support, where i asked to fill the form https://services.google.com/fb/forms/newtokenlow/.
The problem is: right now that url gives me 403 forbidden.

What is the problem?
