Is it possible to get / add Household Income via AdWords API v201806?

Hello Zhenya,
Yes, you could set Household income as a targeting criterion using IncomeRange and set the criterion ID as shown in the table here using AdGroupCriterionService.mutate for adGroups. You can set exclusion for campaign as well as adGroups using NegativeCampaignCriterion and NegativeAdGroupCriterion.
