OPERATIONS_FOR_TOO_MANY_SHOPPING_ADGROUPS

We are migrating to Google Ads New API and facing  "OPERATIONS_FOR_TOO_MANY_SHOPPING_ADGROUPS"- errors , while creating/updating Product Partitions if there are more than two Ad groups in the batch job.

Is the limitation of two Ad groups (the number of Shopping Ad groups to update objects for in a single request) is applicable in case of Batch jobs as well? If yes,  any idea when will this get fixed. Because this is a blocker for us to migrate to new  API  , as in our case we will need to update product partitions for multiple  Ad groups  at a time.

Is there any document mentioning the OPERATIONS_FOR_TOO_MANY_SHOPPING_ADGROUPS ? 
Applying mere >2 ad groups is triggering this error in a Batch Job.
If there is a documentation mentioning same, kindly point us to that.. or at lease acknowledge the issue in your API.
