Cannot create a project during API setup...

Hello,

I'm trying to do the 'Set up OAuth2 authentication' step in this guide (https://developers.google.com/adwords/api/docs/guides/first-api-call), but when I try to set the location field during the project set up, it only shows 'no organization' with a yellow warning icon with the text 'You do not have the required 'resourcemanager.projects.create' permissions to create projects in this location.'

Any ideas?

Yes, the issue is occurring while creating a project during the setting up oauth2 step.
