Is it possible to track Call Conversions by simply clicking on the ad's phone number?

Hi!

I figured there is one standard was to track call conversions is by using google phone re-routing infrastructure. However it is not available in all countries.

Is it possible to track a conversion (any type would do) whenever a user clicks on the ad's phone number? I am not interested in if the call happened at all, or in the duration of the call.
