Based on this: https://developers.google.com/adwords/api/docs/requirements I need to implement ALL the required functionality in order to use the TargetingIdeaService?

This seems a bit heavy handed.

Hello, 

The Required Minimum Functionality rules apply to tool developers and for tokens with standard access only. If you are not a tool developer, you don't have to meet these requirements.
