It appears your link is incorrect. 

It should be

https://adwords.google.com/api/adwords/mcm/v201502/CustomerService?wsdl

Please try it with that URL and see if you still run into that error.

Could you try to see if you can access that link through your browser?

Also, could you try to run traceroute adwords.google.com from the command line and see if that succeeds?
