Error in creating app install campaign

to Google Ads API and AdWords API Forum

I am trying to create an app install campaign. After budget and bidding section, the ad group section is empty like this:

Anyway, I click next, and on review it says that needs at least 2 headlines. When I click on fix it, it goes back to Ad assets which is empty. What is wrong?
