High Level Committee invites suggestions on tribal issues 

 

 

High Level Committee (HLC) constituted by the PMO ID No. 560/51/C/15/2012-ES.2 

dated 14th

 August, 2012 has been tasked to prepare a report on the socio-economic, health and 

educational status of the tribal communities of India. The task also comprises suggesting policy 

initiatives as well as effective outcome-oriented measures to improve development indicators 

and strengthen public service delivery to Scheduled Tribes and other tribal population. 

 

2. The details of the said notification including the Terms of Reference (TOR) of the HLC 

and composition of the Committee can be accessed at the website of the Ministry of Tribal 

Affairs viz. www.tribal.nic.in . 

 

3. The High Level Committee invites views/suggestions on the issues mentioned in the 

Terms of Reference of the Committee. 

 

4. Written memoranda containing suggestions/views/comments from various 

individuals/institutions/organizations interested in the subject matter with reference to the TOR 

of the HLC, may be submitted either in English or Hindi by 31st

 December, 2013 by post or by 

e-mail at the address given below:

5. Those who wish to appear before the Committee, besides submitting memoranda are

We should participate in collection of the facts about the socio-economic state of the tribal community of the country but please let the government know that the various laws for the protection of tribal land and rights are yet to be implemented in view of the provisions of Fifth Schedule of the Constitution.

Recently the Government of West Bengal constituted the Tribal Advisor Councilfor the the state. The TAC is headed by Chief Minister Mamata Banerjee, a non-tribal.How can a TAC recommend against the government functioning if the CM is the head of the committee.

My dear friend, TAC is always chaired by CM of the state concerned. It is as per constitutional provision. It does not matter as to whether it is headed by CM or by else one when there is dominant voice of tribal constituent members. All tribal MLAs/MPs, cream of the tribal community are members of the council.

What is the use of High level committee to investigate the socio-economic state of tribals in the country.A number of union ministers like Jairam Ramesh and the Planning Commission have agreed now and then that the provisions of Fifth Scheduled of the Constituion are not at all being implemented in the 9 tribal dominated states of the nation.They agree that the tribal are agitated because of this fact.

Now the new  Land Acwquition Act to be effective from January 2014, will do more harm to the adivasi community as the tribal dominated areas have been exempted from the New Act.Tribal dominaated areas of Jharkhand,Chhattisgarh, Odisha will be governed by the old Act of "Coal bearingAreas Acquisition And Development Act,1957  and The  Land Aquisition(Mines) Act,1885.It means the tribal will be paid compensation of their coal bearing land or the land beaing precious minerals in the old and cheap rates of 1957 aand 1887.Naturall large number of adivasis will be displayed by the New Act.

The government is well aware of the above fact as it was raised in Parliament too.

So what does the governmet intend to find or research by the report of the High Level Committee.
