Tribal Edu. scheme and it's benefit to real needy student

Hi All,
There are diff. gov. schemes like 'Top Class Education for ST Students' where 100% funding is given to meritorious ST student (tuition fees, boarding and lodging expenses, book grant and a one time grant for purchase of a Computer).
 
It is observed that it takes nearly 1-1.5years to complete the entire procedure meanwhile the student needs to withdraw his/her admission from the college and stop studying further.
 Also information about such schemes is not readily available to all and even if it is available students don't get the benefits due to various reasons.
 
1> What is your view on it?
2> How do we make sure that really needy students staying in remote areas having very low family income should get the benefits of such schemes?
3> What can we do for it?Sometimes gov. officials @ IDTP level don't help , sometimes their seniors don't support ; what should we do in that case?

On the contrary, a complex process of getting several govt. clearances has been simplified and some have been brought online. on the contrary, several hundred FM radios disseminate all hopeless garbage and they do get all the licenses. But, simple schemes to make reach govt. scheme we could not implement successfully. There is no transparency cos it is no ones baby..... ..
It is the lack of intent and you all readers have to understand this very clearly. Now tell me what YOU can do apart from simply writing about it???

Thanks for replying. First of all I didn't understand what made you upset. I have neither stated that ALL officials are corrupt not mentioned that there is sacristy of good Gov. schemes.  In fact I have found that there are lots of very good Gov. schemes which IFF implemented properly would irradiate unemployment and provide higher edu. to needy students. 

Now I would specify what made me put my points here.

I am working in the area of sustainable development. ( Water n Natural resource mgmnt).
 During this work I found that Adivasi Samaj is still in touch with nature (which we urban dwellers are not) so I thought we need to stop migration of them to cities and bring awareness amongst them about depleting natural resources and help them (field- Market) create sustainable employment through these natural resources. I am working in this area.
 
I also think that those who are really talented and are passionate about higher education should get equal opportunity. I have personally met nearly 20 students from Jawhar-Mokhada and got various feedback . After my detailed discussions with few of them I have found that Schemes are not reaching to really poor and remotely located students and reasons are stated in earlier mail.   So with the help of Sachin Satvi I am planning to arrange a seminar on edu. n carrier opportunities for Jawhar-Mokhada students.


Now I think though I did not intend to hurt any official, in the situation where the Gov.. money is my own money paid through TAX I have full right to see what's happening to it. Anyways I would request you that If you read my earlier mail,  I have expressed desire to work together and have asked for your views about how to proceed ahead with the current situation.
