*माझी सांस्कृतिक ओळख- माझा शाश्वत विकास* २०२०
जागतिकीकरणामुळे सर्वच देशांमधील लोक, लोकसमूह, जाती-जमाती, विविध प्रांत, प्रदेश आदींची संस्कृती धोक्यात आलेली असून त्याचाच एक भाग असलेले पारंपरिक बोलीभाषा, मौखिक आविष्कार, प्रयोगशील कला, लोकधर्माच्या संस्था, विविध प्रकारातील कलात्मक निर्मिती, भौतिक संस्कृतीशी संबंधित सर्व वस्तू, खान-पानाचे विविध प्रकार, समाजेतिहासिक बाबी, पारंपरिक व्यवसाय व घरगुती उद्योग, माणसाला जगणं आणि जगवणं शिकविणारी कृषिसंस्कृती, आरोग्यवर्धक औषधी वनस्पती आणि उपचार पद्धती अशा मानवी जीवनाला सशक्त, आनंदी आणि शाश्वत ठेवणाऱ्या, भौतिक आणि आधिभौतिक विकासाने समृद्ध बनविणाऱ्या अनेक बाबी मोठ्या प्रमाणावर नष्ट किंवा कालबाह्य होत आहेत. यामुळे जगातील जवळपास सर्वच देश जागतिक तापमान वाढ, बेरोजगारी, सर्व प्रकारचे प्रदूषण, अस्थैर्य आणि असुरक्षितता अशा समस्यांनी त्रस्त झालेले आहेत. वाढत्या लोकसंख्येच्या प्रश्नाला समोर ठेवून याचा विचार करण्याची हीच खरी वेळ आहे अन्यथा परिस्थिती हाताबाहेर जाऊ शकते.
जगासमोरील वाढती बेरोजगारी, वाढते प्रदूषण, वाढते तापमान, वाढती लोकसंख्या, अस्थिर मानसिकता या सर्व प्रश्नांवरील एकमेव उत्तर म्हणजे संस्कृतीच्या अमूर्त संचिताचे नव्याने आधुनिक स्वरूपात उपयोजन करणे. वरवर पाहाता हे विधान अतिशयोक्ती वाटेल; परंतु संशोधनाच्या निष्कर्षानुसार हे सत्य आहे. या सत्याला वास्तवात उतरवायचे असेल तर जागतिक पातळीवरून अमूर्त संचिताचा शोध घेणे, त्याच्या जतनाचे स्वरूप स्पष्ट करून शाश्वत विकासासाठी त्याच्या उपयोगाचे नमुना स्वरूप (Model) विकसित करणे ह्या गोष्टी कराव्या लागतील. या गोष्टींना प्रत्यक्षात आणण्यासाठी ‘माझी सांस्कृतिक ओळख-माझा शाश्वत विकास’ (MCIMSD-२०२०) ही परिषद आयोजित केली आहे.
*परिषद, आयोजक संस्था, आणि युनेस्को*
'माझी सांस्कृतिक ओळख-माझा शाश्वत विकास’ (MCIMSD-2020) या मुख्य विषयाला अनुसरून अमूर्त संस्कृती संचितावरील चार दिवसीय परिषद, प्रयोगशील लोकसांस्कृतिक दिंडी, अमूर्त कलाकौशल्यांचे सादरीकरण आणि सांस्कृतिक जत्रेचे आयोजन करण्यात आले आहे. 'माझी सांस्कृतिक ओळख' यातील 'माझी' हा शब्द व्यक्ती, समूह, लोक, जात, जमात, धर्म, पंथ, संप्रदाय, प्रांत, राज्य, देश आदींसाठी वापरलेला आहे. अमूर्त संस्कृती संचिताचा शोध, संकलन, संवर्धन व जतनाचा एक महत्वपूर्ण भाग म्हणून या कार्यक्रमाचे आयोजन करण्यात आले आहे.
लोकसाहित्याचा आंतरविद्याशाखीय अभ्यास आणि कालबाह्य होऊ लागलेल्या मूर्त आणि अमूर्त स्वरूपातील लोकसाहित्याचा शोध घेऊन त्याचे संकलन, संवर्धन आणि जतन करण्याचे काम सन १९९३ पासून आयोजक संस्था करीत आहे. अमूर्त संस्कृती संचिताद्वारे मानवाचा भौतिक आणि आधिभौतिक असा दोन्हीही प्रकारचा विकास शक्य होतो ही आयोजक संस्थेची धारणा आहे. त्यामुळेच 'संस्कृती कडून विकासाकडे' हे संस्थेचे ब्रीद आहे.
व्यापक प्रमाणात जगातील अमूर्त संचिताचे जतन व्हावे आणि त्याद्वारे मानवाच्या सर्वांगीण विकासाचे काम सुलभ व्हावे यासाठी युनेस्कोने सन २००३ साली एक स्वतंत्र प्रक्रमन केले आहे. या प्रक्रमनातील सामान्य तरतुदींच्या कलम १ मध्ये दिलेली उद्दिष्टे अशी आहेत-
१. अमूर्त संस्कृती संचिताचे जतन करणे.
२. व्यक्ती, समूह, समूदाय आदींच्या अमूर्त सांस्कृतिक संचिताचा आदर करणे.
३. स्थानिक, राष्ट्रीय, आंतरराष्ट्रीय स्तरावरून अमूर्त संस्कृती वारसासंबंधाने जागरूकता वाढवणे व त्याबद्दल आपुलकी निर्माण करणे.
४. आंतरराष्ट्रीय सहकार्य व साह्य प्रदान करणे.
याच उद्दिष्टांना अनुसरून 'माझी सांस्कृतिक ओळख-माझा शाश्वत विकास- २०२०' या विषयावरील आंतरराष्ट्रीय परिषद, प्रयोगशील लोकसांस्कृतिक दिंडी, अमूर्त कलाकौशल्यांचे सादरीकरण आणि सांस्कृतिक जत्रेचे आयोजन केले आहे.
*परिषदेची उद्दिष्ट्ये*
१. विविध देशांमधील, प्रांतांमधील, लोकांच्या, जाती-जमातींच्या, समूहांच्या विविध प्रकारातील अमूर्त संस्कृती संचिताचे स्वरूप समजून घेणे, त्यांचा आदर करणे, त्यांच्या जतनासाठी योग्य प्रकारच्या पद्धती निर्माण करणे व सूचविणे.
२. अमूर्त संस्कृती वारसासंबंधाने आंतरराष्ट्रीय स्तरावरून जागरूकता वाढविणे व आपुलकी निर्माण करणे.
३. अमूर्त संस्कृती संचित हे शाश्वत विकासाचे एक महत्वाचे साधन ठरू शकते हे संशोधन, प्रात्यक्षिके, उदबोधन व माहितीच्याद्वारे जगापुढे ठेवणे.
४. अमूर्त संस्कृती संचिताद्वारे नवी उद्दमशीलता निर्माण करता येते व त्यामुळे बेरोजगारीसारख्या समस्येला आळा घालता येतो हे सिद्ध करणे.
५. अमूर्त संस्कृती संचिताचे आनंद निर्मिती आणि मानसिक स्वास्थ्य यासाठी असलेले महत्वपूर्ण योगदान उजागर करणे.
या परिषदेची ही सर्व उद्दिष्ट्ये युनेस्कोच्या यासंदर्भातील उद्दिष्ट्यांशी नाते सांगणारी आहेत.
*कार्यक्रमाची रूपरेषा*
अमूर्त संस्कृती संचितावर आधारित ‘माझी सांस्कृतिक ओळख-माझा शाश्वत विकास’ (MCIMSD-2020) ही चार दिवसीय परिषद सन २०२० च्या फेब्रुवारी महिन्यात पुणे येथे आयोजित करण्यात येत आहे. ही परिषद चार भागात विभागलेली आहे.
या चार भागांचे स्वरूप असे-
*प्रयोगशील लोकसंस्कृतीची दिंडी*
जगभरातील विविध लोक, लोकसमूह, जाती-जमाती, प्रांत, प्रदेश आदींचा लोकधर्म आणि त्यांच्या विविध सांस्कृतिक संस्थांसह अमूर्त संस्कृतीच्या विविध प्रयोगशील घटकांचा समावेश या दिंडीत असेल.
*सांस्कृतिक जत्रा*
सांस्कृतिक जत्रा ही परिषदेच्या चार दिवसांच्या काळात परिषद स्थळाला लागूनच भरलेली असेल. या जत्रेत अमूर्त संस्कृतीचा वारसा ठरलेल्या विविध लोकांच्या पारंपरिक कौशल्यावर आधारित काष्ठकला, वस्त्रकला, मातीकला, चर्मकला, बांबूकला, धातुकला, नक्षीकला, चित्रकला, विविध मूर्ती, खेळणी आदीं कलांशी संबंधित प्रदर्शन व विक्रीची दुकाने असतील. नव्या पिढीला परिचय होणे गरजेचे असलेल्या, शाश्वत विकासाचे स्रोत असणाऱ्या भौतिक संस्कृतीच्या विविध घटकांची दुकानेही या जत्रेत असतील. त्याचबरोबर विविध पारंपरिक कला-कौशल्याचे सादरीकरण करणाऱ्या कलाकारांचे प्रदर्शनही असेल.
*परिषद* : निबंध/शोधनिबंधांचे सादरीकरण
जगभरातील वेगवेगळ्या व्यक्ती, लोक, लोकसमूह, जाती-जमाती, धर्म, पंथ, संप्रदाय, प्रदेश, देश यांच्या अमूर्त संस्कृती वारसाचा शोध घेणे, स्वरूप समजावून घेणे, त्यातील शाश्वत विकासास पूरक घटक शोधणे, त्यांचा सर्वत्र आदर व्हावा, मान्यता मिळावी यासाठी अशा अमूर्त संस्कृती संचितावर आधारित निबंध/शोधनिबंधाचे वाचन, सादरीकरण या परिषदेत केले जाणार आहे. निबंध/शोधनिबंधाच्या सादरीकरणासाठी बारा उपशीर्षकांच्या बारा सत्रांचे नियोजन केले आहे.
१. मौखिक आविष्कार आणि प्रकटन
२. प्रयोगशील कला
३. लोकधर्माच्या संस्था
४. कलात्मक संस्कृती
५. भौतिक संस्कृती
६. खान-पान संस्कृती
७. सामाजिक संस्कृती
८. व्यवसाय संस्कृती
९. कृषी संस्कृती
१०. स्थापत्य आणि अभियांत्रिकीमधील अमूर्तता
११. पारंपरिक उपचार पद्धती आणि स्थानिक औषधी वनस्पती
१२. माझी धार्मिक ओळख
या बारा सत्रातील सादरीकरणासाठी या परिषदेत पाच मंच उभारले जातील. परिषदेच्या वेळापत्रकाप्रमाणे निबंध/शोधनिबंधाच्या सादरीकरणासाठी घड्याळी १०५ तास ठेवलेले आहेत.
*कला-कौशल्याचे सादरीकरण*
या परिषदेत विविध कलावंतांना स्वतःच्या अमूर्त संस्कृती संचिताच्या कला-कौशल्याचे सादरीकरण करण्यासाठी स्वतंत्र नियोजन केले आहे. यात शाश्वत विकासासाठी नव्या पिढीला ही कला-कौशल्ये हस्तांतरित करणाऱ्या प्रात्यक्षिकांचा समावेश असेल. यासाठी परिषदेच्या वेळापत्रकाप्रमाणे घड्याळी १५ तास ठेवलेले आहेत.

*My Cultural Identity-My Sustainable Development* 2020
Due to globalization, the culture of folk, communities, castes and tribes, various regions, provinces etc. is threatened in all countries. Traditional dialects, oral inventions, performing art, institutes of folk life, various types of artistic production, things related to material culture, various types of food and drinks, socio-historical aspects, traditional and household businesses, traditional agricultural system which gives prosperity to life, health beneficial medicinal plants and therapeutic methods, are part of the culture, such things make human life healthy, happy and sustainable. Also, it gives material and epiophilic prosperity. Unfortunately, these are becoming endangered or have already vanished on large scale. As a result, almost all the countries around the world are suffering from problems like global warming, unemployment, various types of pollution, instability and insecurity. Increasing population is a big question in front of us, taking into consideration this challenge, it is time to take the action otherwise the situation might get out of control.
The only answer to all these questions about increasing unemployment, increasing pollution, increasing temperature, increasing population, unstable mentality is to utilize intangible cultural heritage in a new modern form. This statement might appear to be over exaggerated, but on the grounds of research it is true. If we want to turn this truth into reality, then we have to search intangible culture at global level. We have to clarify nature of ICH conservation and we have to develop a model to show use of ICH for sustainable development. To bring these things to reality, we have organized the conference MCIMSD-2020 (My Cultural Identity-My Sustainable Development).
*UNESCO, Organizing Institute and the Conference*
Following the main theme of 'My Cultural Identity-My Sustainable Development', a four day conference on Intangible Cultural Heritage, Performing folk cultural rally, Exhibition and presentation of Intangible art skills and cultural fair has been organized. Here, the word 'My' has been used for individuals, groups, folk, caste, tribe, religion, creed, sect, province, state, country etc. This program is organized as an important part of the search, collection, preservation and safeguarding of Intangible Cultural Heritage.
Since 1993, the organizing institute is doing interdisciplinary research of folklore. Also, the institute has been searching for tangible and intangible folklore, which is on the verge of extinction. The institute has been collecting, preserving and safeguarding ICH for last 26 years. It is the organizing institute's belief that the man's material and epiophilic development can be achieved through the use of ICH. That is why 'From Culture to Development' is the slogan of the institute.
In 2003, UNESCO has made a convention to safeguard vast amount of Intangible Cultural Heritage in the world and to facilitate the overall development of human beings. The *objectives* given in section 1 of the convention are-
1. Safeguarding of ICH
2. Respect ICH of individuals, groups, communities etc.
3. Creating and maintaining awareness about the ICH at local, national and international level.
4. To provide international co-operation and assistance.
Following these objectives, the international conference on 'My Cultural Identity-My Sustainable Development', Performing folk-cultural rally, Presentation of intangible art- art skills and Cultural fair has been organized.
*Objectives of the conference* -
1. To understand the nature of various ICH of different countries, regions, people, tribes and castes and to respect them, create and broadcast appropriate methods for their safeguarding.
2. Increase awareness and affection at international level regarding Intangible Cultural Heritage.
3. To put in front of the world that Intangible Cultural Heritage can be an important tool for sustainable development, by providing research, demonstration, awareness and information.
4. To prove that new entrepreneurships can be created through Intangible Cultural Heritage and hence the problem of unemployment can be resolved.
5. To highlight the vital contribution of Intangible Cultural Heritage in happiness and mental health.
All these objectives of this conference are related to UNESCO's objectives.
*Outline of Event* -
Based on the Intangible Cultural Heritage, 'My Cultural Identity-My Sustainable Development' (MCIMSD-2020) is a 4-day long conference is being organized in Pune in the month of February, 2020. This conference is divided in 4 parts.
Those are as following-
*Performing folk-cultural rally*
Various folks from the globe, folk-institutions and various religious institutions along with their performing aspects of Intangible Cultural Heritage will be participating in this rally.
*Cultural Fair*-
The cultural fair will be organized alongside conference venue within four days of the conference. In this fair, there will be exhibition and sale shops related to the arts such as woodwork, textiles, clay art, leather work, bamboo art, metal art, carving, painting, statue art, toys etc. based on the traditional skills of various people who have inherited their Intangible Cultural Heritage. Shops of various elements of material culture having the resources for sustainable development will also be in the fair, which are necessary to introduce to new generation. There will also be exhibition by performers, performing various traditional art skills.
*Conference: Presentation* of Essays/Research Papers-
There will be paper reading/presentation on ICH in this conference, to find out Intangible Cultural Heritage of various people around the globe, Intangible Cultural Heritage of folk, folk communities, tribes-castes, religion, creed, sect, territories and countries and to understand its nature, to find out elements responsible for sustainable development, so it can be respected and accepted everywhere. Twelve sessions for twelve subtitles have been planned for the essay/research paper presentation.
1. Oral inventions and expressions
2. Performing arts
3. The institutions of folk religion
4. Artistic culture
5. Material Culture
6. Food Culture
7. Social culture
8. Business culture
9. Agriculture
10. Intangibility in architecture and engineering
11. Traditional treatment methods and local herbs
12. My religious identity
For the presentation of these twelve sessions, 5 conference halls will be allotted in the conference. According to the time table of conference, there will be 105 hours for presentation of assays/research papers.
*Presentation of art skills* :
At this conference, various artists have been organized to present their artistic skills of intangible cultural heritage. This will include demonstration of the art skills to the new generation for sustainable development. For this, 15 hours are allotted in the conference.
This way, various programs will be organized in the four-day conference.
