अनुसूचित जाती-जमातीच्या उद्योजकांचे उत्पादने खरेदी अनिवार्य ‘
नागपूर – अनुसूचित जाती-जमातीच्या उद्योजकांनी उत्पादित केलेल्या वस्तूंची सरकार व सार्वजनिक उपक्रमातील उद्योगांनी खरेदी करणे येत्या एप्रिल महिन्यापासून अनिवार्य होणार असल्याची माहिती दलित इंडियन चेंबर ऑफ कॉमर्स ऍण्ड इंडस्ट्रिजचे (डिक्की) अध्यक्ष मिलिंद कांबळे यांनी आज पत्रकार परिषदेत दिली.
सुक्ष्म, लघू आणि मध्यम उद्योगांमध्ये उत्पादीत 20 टक्के वस्तू खरेदी करण्याचा निर्णय घेताना चार टक्के वस्तू अनुसूचित जाती आणि जमातीच्या उद्योजकांकडून घेणे ऐच्छिक होते. एप्रिल 2015 पासून या धोरणाची अंमलबजावणी अनिवार्य होणार आहे. सरकार विविध वस्तूंच्या खरेदीसाठी सरासरी 6 लाख कोटी रुपये खर्च करतात. त्यातील 20 टक्के वस्तूंची खरेदी या उद्योजकांकडून करण्याचे ठरले. त्याची अंमलबजावणी यावर्षापासून अनिवार्य होणार असल्याने दलित उद्योजकांना व्यवसायाच्या संधी मिळणार आहे.
केंद्र सरकारने येत्या अर्थसंकल्पात नॅशनल सप्लायर डायव्हर्सिटी कौन्सीलची स्थापना करावी. देशातील अनुसूचित जाती आणि जमातीचे 15 कोटी युवक 18 ते 35 वयोगटांतील आहेत. या तरुणांच्या हाताला काम मिळावे म्हणून कौशल्यविकासासाठी 500 कोटींची तरतूद अर्थसंकल्पात करावी, डॉ. बाबासाहेब आंबेडकर क्रेडिट गॅरंटी योजना सुरू करावी, अशी मागणी डिक्कीने केली आहे. सरकारी बॅंकांनी अनुसूचित जाती, जमाती आणि एक आदिवासींना उद्योग सुरू करण्यासाठी प्रोत्साहन देण्याची योजना सुरू करण्यात यावी. त्यातूनच दोन लाख उद्योजक निर्माण होणार आहेत. डिक्कीने आजपासून दलित युवकांमध्ये कौशल्य विकास व्हावा म्हणून राज्य सरकारच्या मदतीने प्रशिक्षण सुरू केल्याचे त्यांनी सांगितले.
डिक्कीचे चौथे आंतरराष्ट्रीय औद्योगिक प्रदर्शन 13 ते 15 फेब्रुवारीदरम्यान हैदराबाद येथील माधापूर मैदानावर होणार आहे. या प्रदर्शनात उद्योगपती रतन टाटा, गोदरेज समूहाचे प्रमुख आदी गोदरेज, फोबर्सचे प्रमुख फरहाद फोबर्स भेट देणार आहेत. उद्घाटन तेलंगणाचे मुख्यमंत्री के. चंद्रशेखर राव करणार आहेत. यावेळी टाटा समूहाचे मधू कन्नन, केंद्र सरकारचे सूक्ष्म व लघुउद्योगमंत्री कलराज मिश्रा, उद्योगमंत्री निर्मला सीतारमन उपस्थित राहणार आहेत. यात 400 स्टॉल राहणार आहेत, असेही कांबळे म्हणाले.

A three-day industrial and trade exhibition, DICCI Expo-2015, providing a platform for SC/ST entrepreneurs to showcase their products and services is to be conducted in the city from February 13.
Companies from across the country will be participating in the expo, being organised on 1.20 lakh sq ft area at Hitex, International Convention Centre, by the Dalit Indian Chamber of Commerce & Industry (DICCI). Associated with the expo are the National Small Industries Corporation Ltd (NSIC), Telangana government, Confederation of Indian Industry (CII) and Tata group.
DICCI President (South India) Narra Ravi Kumar, who addressed a road show here on Monday, said the expo assumes significance in the context of the public procurement policy for micro and small enterprises (MSEs) becoming mandatory from April 1 this year. As per the policy, government departments and public sector enterprises need to procure 20 per cent of their requirements of products and services from MSEs. A sub-reservation, equal to four per cent of the total, is to be procured from SC/ST-owned enterprises.
Telangana State Industrial Infrastructure Corporation chairman and managing director Jayesh Ranjan said under the TS-Pride (Telangana State Programme for Rapid Incubation of Dalit Entrepreneurs), the State government is considering introducing a similar procurement policy, launch a credit guarantee scheme and a special direct funding programme for financing SC/ST entrepreneurs.
Industries Minister Jupally Krishna Rao said there was a need for creating awareness about the government schemes for SC/ST entrepreneurs in rural areas. One of the measures, he added, was the preferential allotment of plots in industrial parks for them.
