Hey all, 

You may have heard about a new "Great Kills Transportation Report", which was recently released by the Department of City Planning. I'm pretty excited by it. It focuses on improving the street network for pedestrians and public transit users in Great Kills. The Department of City Planning is doing a roadshow of sorts to introduce the report to different folks and solicit feedback. They are interested in presenting the report to people in the Transportation Alternatives community and others who are interested in public transportation and better land use. 

Reps from the DCP offered the following dates/  times for a (zoom based) presentation. If you are interested and available, please let me know if any of these times work. (I'm sorry they are all during weekday hours!)

The meeting we likely last no longer than 1 hour. The DCP's team was simply stating that they were available anytime between 11 and 1:30 this Thursday. They were only available within a more narrow timeframe on other days.

Didn't the Department of City Planning say that they were going to send an email to comment on the zoom. And will there be updates in their plans? This initial zoom only gave their findings. Will they be proposing changes to the infratructure? Is this only to prepare us for more building for City of Yes? And is Great Kills the only Staten Island neighborhood that had this study done?

For anybody who missed Thursday's presentation by the DCP, the slides are attached. Here is a link to the full study. and here is a link to the slides that were shared


Like I mentioned to Roy, the study identifies barriers that prevent greater walkability, public transit use, and a 'town center' type of environment in Great Kills and informs potential changes to eliminate them. Since the "City of Yes" rezoning has the potential to bring more density to Great Kills, particularly around the train station, this is an ideal time to look at upgrades to infrastructure and sustainable development practices in the area. 


Likewise, please send me your feedback so I can put together a list of suggestions for the DCP. 
Although the DCP only deals with zoning, they are working with partners from other agencies as well. 

During the meeting, I remember people calling for:

  • More pedestrian connectivity between the two sides of the rail tracks
  • Better bike infrastructure in Great Kills
  • Clarity on the types of development that are currently allowed at existing lots in Great Kills, so that community members have a better idea of potential changes to be ready for
  • Greater bike and pedestrian connections between the train station/ major thoroughfares and local parks, including Siedenburg Park and Great Kills Park
  • Daylighting to support pedestrian safety


I also suggested limiting setbacks on new developments to help curtail "strip mall" style development and working with the DOT to see if there are opportunities to widen the streetbed to allow for 

People also remarked on the relatively small study area, but since the grant that allowed for this study was limited, there isn't much that can be done about that at the moment.

Some of my comments are :

1. DCP was involved in allowing BESS sites to be built virtually anywhere.  There is a new one on Giffords Lane,  the main street in Great Kills town.  Not only are they ugly on a main street, but they are known to be dangerous.  People have died from the lithium battery fires.   DCP should plan to tighten regulations as to where they are placed. People don't want to live next to BESS sites. 

2. We have very few  remaining charming spaces in Great Kills, due mainly to DCP zoning regs.   I'd like to see the current regulations that prove that the lots around Jack's Pond will not be used for 4 story or 5 story buildings. 

3. It would be helpful if DCP would promote more fast ferries for SI, by having dialogs with EDC etc.  Our very long  commutes to mid-town and Brooklyn hubs keep young people from staying in south shore communities.  

Rose, please share your list of suggestions for DCP with us as well as any responses from DCP

I know you're worried about new density and storage sites, but the focus here is on walkability, bikability, and improving local transit access. This really isn't relevant to the study or to what we focus on at TA. That said, 

The DCP already knows that communities don't like battery storage sites, and the team working on this study didn't write the codes that regulate the placement of battery storage sites. If you have legitimate, site specific grievances about either the placement of the Giffords Lane site or the way it operates, mentioning those would be helpful so that the team can raise them but simply telling someone who focuses on transportation at the DCP that you don't want battery storage sites in your neighborhood won't help. 


Also-

  • Those codes regulating lithium battery storage in NYC that the DCP worked on are among the strictest in the nation
  • Lithium battery storage is necessary to transition NYC off fossil fuels, which I know you care about. NYC can invest in all the wind and solar in the world. If the power those farms produce can't be stored, then it's all for naught. 
  • E-bike fires were caused by the improper storage or charging of non-certified batteries sold by shady distributors. The DOT has been addressing that by offering free battery replacements to delivery cyclists and other e-bike riders (which has been bringing battery fires way down). Regardless, the batteries stored in BESS sites have no relation to the batteries that were responsible for e-bike apartment fires.
  • The BESS site fires that have made the news in places like California have mostly been in large scale, industrial storage facilities that are nothing like the neighborhood storage sites being built on Staten Island.

4-5 Story Buildings

It is technically possible, but highly unlikely, that any new five story buildings would be built in Great Kills as a result of City of Yes Housing. The highest likely would be 4 stories tall. These buildings would be in the newly created "Town Center Zoning" lots. Town Center Zoning only applies to lots on wide, commercial corridors, with commercial overlays. Likewise, from what I could tell, the only new apartment buildings you might see in Great Kills as a result of "City of Yes" Zoning would be on available on lots within the areas outlined in red on these maps. I can't find any other lots in Zola that would allow for buildings of up to four stories. 

The taller buildings allowed under Town Center Zoning would essentially be narrow buildings composed of 2-3 residential floors above ground-floor businesses. As an idea of what some of these buildings could look like, I'm also sending an old photo of Jersey Street from the 1940s. This is the style of classic, mixed-use buildings that Town Center Zoning brings back, though in Great Kills, they could be built slightly taller. They are quite charming and help create walkable, "15-minute neighborhoods."


Plus, you have repeatedly stated that you wish younger generations had a greater ability and interest in staying in Great Kills. These are the type of housing units that attract younger generations, especially when they're located near transit. 


Fast Ferries
I'll mention this to the DCP, but there's not much they can do to get the EDC to bring fast ferry service to Great Kills.

do want Great Kills to participate in building affordable housing in Town Center Zoning.   

Preserving local charm was first brought up by one of the DCP staff on our zoom, and I wanted to follow up with them about that, as the presenters  included more than just the transportation planners. 

I realize that this is not something that TA focuses on  but I thought I could comment more holistically since you are pooling some of our  comments.

On the zoom, I specifically asked if 4+ story buildings could now, under City of Yes,  be built in the residential lots surrounding Jack's pond (ex: Block 5134 lot 57)   I would still love a DCP yes or no answer to that question (and a link to the final regulations if possible).  Under the section Development Potential  in the  link that you shared, Jack's Pond area lots are outlined on it's maps.  (Also, other knowledgeable folks that I know have told me that City of Yes now allows this type of development to happen even in residential areas, such as Jack's Pond. )  

Thanks for the lovely pix of Jersey St.   Unfortunately too much of it was purposely demolished in the 1960s. 

I won't respond about BESS in this email. However,  I would like to continue the discussion regarding Great Kills  transportation, among our SI TA group.

Can we have a SI TA meeting to discuss this and other transportation issues  ?

I am against the BESS and City of Yes plans for Staten Island. Staten Island is too crowded and  the roads are too narrow and  congested.   We don't have the infrastructure for this to happen here in Staten Island .
I am certainly interested in having a discussion on these topics.

What about asking the DCP to get us more frequent buses. When occasionally using the SIM express bus, we found some that were scheduled but didn't show up. What can they do to address that? That's public transit

I agree!  I have sometimes waited an extra 30 minutes for the SIM 33.

Hi all, 

I'll start a separate thread where those who are interested can learn more about battery storage sites from Justin and talk about your worries. 


In the meantime, I'm sending out one last call for additional feedback on issues related to street design, walkability, and access to public transit in Great Kills for the Transportation Report. 


As a reminder, I'll already be stating concerns about

  • Pedestrian connectivity between the two sides of the rail tracks
  • Limiting set backs to encourage walkable storefronts and limit "strip mall" type commercial design
  • Improved bike infrastructure
  • Clarity on the types of development that are currently allowed at existing lots
  • Bike and pedestrian connections between the train station/ major thoroughfares and local parks, including Siedenburg Park and Great Kills Park
  • Daylighting

By regulating zoning and working with other agencies, the DCP has done things like mandate wider sidewalks for new developments on major thoroughfares, expand permeable surface area, support the creation of bio-swales, etc. Encouraging wider sidewalks through zoning changes could be amazing for Great Kills if we wanted to push for something like that as well.

egarding express bus reliability/ frequency, Roy, the Department of City Planning could let the MTA know about community concerns, but that isn't in their wheelhouse.

Hi Rose,

I have one other train track crossing suggestion.

It's at the corner of Amboy and Keegans. There are already crosswalks across Amboy and a traffic light, but no sidewalks on the track side of Amboy. Adding sidewalks and continuing across the tracks takes you to the Evergreen Plaza Shopping Center. Nice connection.

As far as what will probably be done, I'd be happy to see a sidewalk on the track side of Giffords Glen as well as some neck downs to aid in the crossing of Nelson Ave. The sidewalk in particular has been an issue at CB 3 meetings for some time.

What type of development is allowed at the existing lots? There is a large vacant for years property only feet from the Great Kills train station. It is the site formerly occupied by Farrell lumber. Are they considering that site? What would be built?
