The revitalization forum established by the IGAD at the 31st
extraordinary summit of IGAD on South Sudan is not renegotiation of
the peace agreement, said the Chairperson of Joint Monitoring and
Evaluation Commission (JMEC).

JUBA, 14 July 2017 [Gurtong]-“The revitalization of the implementation
of the Peace Agreement is not a renegotiation,” Festus Mogae told
journalist in a press conference on Thursday.
“We should explore options that can restore activity and prominence of
the peace process. It is our hope that this revitalization process
will be pursued in the spirit of peace, inclusivity, sensitivity and
compromise.”
Mogae said during the summit, that the IGAD leaders mandated the IGAD
Council of Ministers to urgently convene and facilitate this Forum in
collaboration with relevant stakeholders; and directed the Chairperson
of JMEC, and the Executive Secretary of IGAD to provide the necessary
secretariat and logistical arrangements.
“As JMEC we should all welcome this timely decision of the IGAD
leadership and seize the opportunity to end the senseless fighting,
revitalize the implementation of the Peace Agreement and restore hope
and aspiration for the people of South Sudan,” said Mogae.
The former Botswana president also dismissed calls for his
resignation, saying there is still hope for implementation of the
peace agreement.
“I am aware that many South Sudanese are not crediting my
performance, but I don’t think that I have already failed yet
totally,” Festus Mogae told journalists in a press conference
yesterday.
“When that time comes I will make that judgment then I will give up. I
think that there is still hope of some work of noble not might yet be
done of stabilizing the situation that is why I am not resigning.”
Mogae said if the national dialogue is transparent and inclusive, he
does not oppose it but it does not in any way replace the peace
agreement.
“I have been asking for inclusivity whether in the national dialogue
or the peace agreement. My position is to include s many South
Sudanese as possible,” he said.
He noted that some progress has been made in the seven chapters of the
peace agreement, but it is not satisfied with the progress it has
made.
He said the agreement is not dead but it is wounded that is why the
IGAD has initiated a revitalization forum to enliven the
implementation of the peace agreement.
“It can be revitalized that is why the IGAD has initiated a
revitalization forum to enable its implementation.”
