South Sudan as the Jieng State in the Image of Salva Kiir

By: Stephen Par Kuol, APR/24/2017, SSN;
After half a century of armed struggle by successive generations of
our people, the Republic of South Sudan was founded with optimistic
and euphoric celebration on July 9, 2011. The flag of the nascent
nation was hoisted with tearful hysteria. It was like daydreaming, but
in real life, we became a sovereign geopolitical entity under the
international law.
The new geopolitical creation changed our national identity in
earnest. Our new nation became the Republic of South Sudan and we then
became South Sudanese (not Southern Sudanese).
Paradoxically, the new country we all created with blood, bullets,
ballots, sweats and tears has been turned into a slaughterhouse for us
(the humans) in no time.
Subsequently, the Republic of South Sudan has become a failed state by
all conventional definitions of the term.
Among other institutional shortcomings, South Sudan under Salva Kiir
has miserably failed to uphold the most cardinal responsibilities
which according to Hobbes Doctrine legitimizes the state in its social
contract with the populace: public security and equal protection under
the rule of law.
Without any morally convincing cause, we have been locked in a
protracted war of self-destruction fragmenting the very common
national identity we have been laboring hard to forge.
Even the sovereignty we have been clamoring for is diminishing by the
day. In shame and emotional anguish, we have been flocking back to
seek refuge in the same nation (Sudan) whose citizenship we renounced
through the ballot to create our own nation in January 2011.
At home in South Sudan, we have been reduced to destitutes and
displaced within our own Promised Land of “milk and honey.” So, far
and wide, the people of South Sudan have become the laughing stock of
the world!
Currently, South Sudan is known on the world map for nothing but
political violence and humanitarian crisis. Our downtrodden people
have been plunged deep into a bottomless pit of death and destruction.
Lives and properties have been destroyed in scale and magnitude we
have never seen even during the decades of war with the Republic of
Sudan. Far worse, this disaster of shame has wrecked the social fabric
of our society beyond description.
In sum, it is a history of failed state, systemic genocide, civil war,
famine, intra-communal violence, institutionalized corruption,
economic crisis and mass trauma.
The question lingering in so many heads is: what is it that has gone
wrong to turn us into this pathological society of murderers?
You can do all the diagnoses modern science would allow but end up
with empirical findings that the prevailing violence is not
predisposed in our DNA. In another word, there is nothing wrong with
the people of South Sudan.
Our predicament is squarely that of leadership failure in the person
of none other than our inept and accidental President. Whether it is
death by famine or bullets, President Kiir is the culprit.
Beyond any reasonable doubt, that cowboy clown legally named Salva
Kiir Mayardit is guilty by both omission and commission.
President Kiir has created South Sudan in his own image to rule it
without reference to any institutions. He deliberately abandoned all
the constitutionally mandated public institutions including the
national army (SPLA) and invested heavily only on his tribal killing
machine infamously known as Manthiang Anyor and the security agency he
single-handily established from his bush heydays to eliminate
political leaders in the SPLM/A.
Kiir has also politicized the civil service and institutionalized
mediocrity, nepotism and corruption in the national public
institutions. With straight face, Kiir has institutionalized tribalism
by syndicating his Jieng Council of Elders (JCE) to serve as a law
giving institution and shadow cabinet.
Kiir’s apologists and the pundits in his pay-roll have been toiling
hard to deny that JCE is the government of the day but its heading
letter which reads as “Republic of South Sudan, Jieng Council of
Elders (JCE)” exposes the clumsy image of the elephant in the room
that JCE is a state institution.
It thus goes that Jieng is the state and the state is Jieng. The rest
of the 63 ethnicities are condemned to second-class citizenship at
will and whims of the ruling Jieng ethnicity.
In practice, the ethnocentric police state can accommodate only those
who have accepted eternal servitude and their lower caste status as
subjects of the ruling caste (Jieng).
Those who dissent, whether they are Jieng or non-Jieng face the
violent wrath of Mathiang Anyor and Kiirs’s hoodlums. The records must
be informed that Kiir ordered his first atrocities against the Jieng
community of Luach in Khorfulus County during his war with George
Athor in 2011. The first journalist to be murdered by his security
operatives was also a Jieng man by the name of Isaiah Abraham from
Twic East County in Jonglei State.
Just like his cowboy hat, Kiir’s trademark is the political violence.
As well documented in the AU Commission of Inquiry Report, it was Kiir
who fabricated a coup as a ploy to eliminate his opponents in December
2013 and committe genocide against ethnic Nuers in the process.
According to the findings of the UN Penal of Experts report, it was
the same Kiir who reintroduced violence by attempting to murder his
First Vice President in violation of the Agreement (ARCISS) last July,
returning the country to the ongoing bloodletting.
It is Kiir who has just introduced state terrorism kidnapping
journalist and civil society activists in the neighboring countries.
It is Kiir who is killing aid workers and journalists.
It is Kiir who is pitting communities against one another other in his
proxy war of counter-insurgency in Greater Upper Nile. His current
project of fueling Murle–Dinka Bor intra-communal violence by
supplying both communities with lethal weapons is the hallmark of that
deadly policy.
It is Kiir who is committing genocide by famine, killings and forced
displacement to the swarms in Dr. Riek Machar’s constituency of
Southern Unity State. Kiir has also refused to acknowledge prevalence
of famine in the government-controlled areas delaying international
humanitarian intervention to save lives in those areas.
It is Kiir who is using food as a weapon of war by denying
humanitarian access to the opposition controlled areas.
It is Kiir who is now launching a dry season scorched-earth campaign
of genocide throughout the country. Fresh in mind are the most recent
mass killings in Cholo Kingdom, Wau, Pajuok, Keju-keji and Yei River
county.
It goes without telling the cold truth that with the ongoing orgy of
genocide in the name of Jieng Power, Kiir is committing the worst
moral crime against the Jieng Community he has been pitting against
all other communities to mobilize political support.
Kiir’s mischievous administration and divisive local politics have
caused even more deaths in his own Jieng communities of Lakes and
Warrap states where inter-communal violence has claimed thousands of
lives since 2005.
As elaborated afore, South Sudan in the image of Salva Kiir is
violent, corrupt, politically incompetent and ethnically polarised.
That is an unacceptable image of the proud people of South Sudan.
Hence, we must all unite our ranks to change this ugly image of our
nation by ousting this monster. Only then can the people of South
Sudan mend their social fabric and chart a new path to peace and
prosperity. END

Dear:Stephen Par Kuol
I respect your input! To
me.in politics,sometime,things going
okay. But,sometime, things going bad! The seccession of the Southerners
from the Sudan government in central in north in Khartoum,in Sudan
society, mainstream,it was well excited more than ever in both internal
and abroad. But,politics again, has turned against the Southerners
themselves again!
Well, what brought this crisis in the south to the southern
Sudanese was on SPLM ruling party between the chairman Salva Kirr, and
the fellow memembers.Him,himself,Kirr,he is no longer SPLM! Although
he claims to be,but not very true at this point! James Wani,Igga,is
the right chairman SPLM in absence of the Late Dr.Garang De Mabior. If
there had been the Vice President to Late Dr.John Garang, him,Salva
Kirr,he would not been in his place totally at this point! The Vice
President, would have been in his power him or her!
Remember that THE CHAIRMANSHIP SPLM IS A PRIMARY FACTOR FOR THE
SOUTH SUDAN GOVERNMENT CONFLICT! According to the SPLM/SPLA
Menfesto,it says,no memember in the ruling party SPLM,can run for
presidency in office if he or she not a chairman.Only a chairman can
run for presidency in office. It has become
AN OBSTACLE ALTOGETHER!
Before, the episode of 2013,there were three candidates in
SPLM,Secretary General Pagan Amum,Dr.Riak Machar, and The First Lady
Ms.Rebecca Nyadeng John Garang De Mabior. They would like to run
2015.because 2015,was the end of President Salva Kirr in his
presidency from GOSS.But,he said,he would like to run for his
presidency too in office! But the candidates, asked him to sit
away. But,he refused! That was why the problem was starting brewing
until
today!
Thank you.Back to you to the audience in the forum South Sudan
Nation(SSN)Discussion Board.

Dear Stephen,
Thanks for the honest piece. If South Sudan is envisaged to be run
on a dinka model then the country is in real trouble. There will be
endless lawlessness to be puncuated by “peace conferences”, “security
conferences”, “cattle raids”, “revange killing”, etc. South Sudan as a
country will remain unstable in perpetuity!
If that model is not nibbed in the bud now, posterity will blame
the current generation!

Now you Nuers start to cry like women. Weren’t you the ones who
used to brag about exterminating the Jieng and install your stupid
leader, Riek Machar, on the thrown of South sudan by force? Weren’t
you the ones who used your self-claimed FAKE Ngundeng prophecies in
the act to try to bring Riek Machar forcefully to lead South Sudan?
Now where did all these nonsence go that you are crying daily in the
name of Jieng? NOTE: South Sudan’s conflict has reached a point of no
return. It’s either a Jieng path, or death. You must denounce violent
and accept to be led by Jieng peacefully or get wiped out to become a
refugee in foreign land. NUER PEOPLE MUST SURRENDER TO JIENG NOW OR
FACE EXTERMINATION. Stephen Par Kuol and the entire Nuer tribe dont
cry, just accept defeat OR quietly deal with the wrath of the MIGHTY
MUONYANG TRIBE…JIENG EMPIRE OYEEEEE!

Chulbaar,
Having hired mercenaries from Uganda, SPLA-N, and poor Darfur
rebels have actually emboldened you, the traitorous Jenges to talk
shit against the mightiest Naath. But, you must be reminded that Naath
have embarrassingly defeated you, plus your mercenaries altogether in
all frontlines-battlefields. Prove– No single Jieng occupied an inch
of Naathland now. All I know is that Ruweng Jieng are constantly
complaining of Nuer’s forceful occupation of their land. The question
is, for how long will the mercenaries protect your butts from
cremation by NaathNation?

Chulbaar, as much as your comment hurt and reflect the false
belief among Jaang that it’s your path or death, you are right in
saying that Nuer has now resorted to whining and crying. People like
Stephen Par kuol are part of the IO decision makers. Instead of
coordinating with others opposition party and strategizing in how to
bring your demon Jaang government to an end, he is just writing,
looking like IO has become a helpless force. Your comment along with
of your government, that you must rule South Sudan or else, need to be
a motivational cry for all other 63 tribes including sensible dinka
individual to seriously coordinated and get your like out of the
throne of the South Sudan. Things that needed to be urgently put in
place to bring your like to their senses are:
1. War need to be staged and coordinated on the same day in
Equatoria, upper nile, & Bare gazal for a week.
2. Oil flow in Paloiach must be shutdown. Either by making
foreigners scare by sustain attack in around Paloich or by destroying
the pipe line or by destroying the oil facilities if need be.
3. Take the war to warrap. The goal to expand the war to
warrap, would be spread the Jaang government thin, not attach
civilians.
The mindset that has emerged from our brother Jaang is so
toxic beyond words. Jalaba by comparison were angels. what Jaang are
saying and doing is unforgivable. I don’t know how those sellout nuer
feel when they read comment like that of Chulbaar.

Mr Stephan,
Before Garang took over the SPLM/A and declared it a liberation
for a united secular Sudan with a clause giving the south the right to
self determination should the northern elites refuse the context, every
southern movement from Anya Anya one to Anya Anya 2 were all for
outright South Sudan’s independence and the enemies to fight was the
northern block among which were those of the marginalized
nationalities of Nuba mountains,of the blue Nile,of Darfur and of
Angisna.Uniting them behind the oppressive elites in Khartoum was the
very reason that delt fatal military set back to Anya Anya 1 and Anya
Anya 2 was also to meet the same fate.If U are one of those who refuse
to give credit to Garang,it’s natural u wouldn’t admit the best home
work Garang had done to neutralize those northern nationalities and
switched them to struggle on the side of the southerners against
Khartoum’s elites. That was the strategy that gave the SPLM/A a great
balance of strength until the betrayal with events of 1991.
Your projection of ideas as testified by your writing compels the
notion of u being a great learned fellow.
But saddly u miss the point. Why do u talk about uniting the ranks
to oust Kiir before talking about seperating Kiir from ordinary jieng
masses?
That context puts your mindset to be no different from the
mindsets of the leaders of the two Anya Anya movements as oppossed to
Garang’s.
Uniting the ranks to target ordinary jieng as a way of fighting
Kiir will push the jieng to fight as a block behind Kiir.
Go to the sky and come back to earth and u will not miss to see
this point valid for ever.
It’s up to u to undo it if u have the will. But if u don’t,then
it’s good to prepar for the out come that will not go beyond a bitter
end without any single degree of flexibilty.

Ambassador Par,
Yes, it’s squarely killer NyanKiir and the traitorous Jenges
Council of Evils who engineered violence and ethnic cleansing
campaigns against non-Dinka people in South Sudan. Killer NyanKiir and
the traitorous Jenges Council of Evils are true symbols of death and
grand destruction of non-Dinka people’s livelihoods. Killer NyanKiir
and the traitorous Jenges Council of Evils must be cremated in order
for peace and stability to prevail in South Sudan soil full stop

The Jeing’s dream of dream of ruling South Sudan for ever is dead.
The economy is the biggest enemy of Kirr which will definitely end his
rule in few months. A government that cannot afford to feed its
population and the professionals cannot survive. The Jieng who have
not looted during the oil boom have no choice but to revel to save
themselves from hunger! Imagine a nation whose salaries fall below $50

I solemnly surprised with comments posted by those who denied
their real names, claimed of jieng will exterminate Nuers. If entire
jieng accepted the current War is between Dinka and Nuer, Why did you
bring Uganda, Sudan rebel and other mercenaries to fight Nuers ? You
have to fight Nuers alone, if you are real good thieves. But you are
right, Nuer are remain divided and killing each other between Nuer
thieves so called IG and those who fighting criminals in Juba, so
Nuers are confused. You are right !

I would say; it’s an ultimate horse-shits! When Gat-dat murdered
innocent civilians in Bor in 2013 who had nothing to do with politics
in Juba; was it Kiir pitting communities against one another?
If you, riek machar, gat-dat, majak agoot and nyandeen garang were
wise enough to know that; the innocent civilians they murdered in Bor
had nothing to do with what happened in Juba then those civilians you
murdered would have been your supporters; but you were dumb enough to
murdered the very same civilians who would have been your supporters
to go against president Kiir. Now; how highly irrational are you now
without any support from civilians?

Avenger,
Reading between the lines, your only support for Kiir is
tribally-motivated, which is what is this war is being fought on. It
is waged on tribal lines. Given the nature of how the civil war
occurred, every sound minded South Sudanese should condemned Kiir and
ask him to step down. But we rush to our tribal ways of seeing things.
Those civilians in Bor are only supporting Kiir only because he is one
of them. We have gotten ourselves in this mess and it is our
collective responsibility to extract ourselves out of it.

Stephen Kuol,
The incompetent Kiir and the self appointees Jieng Council of
Elders have set the citizens of South Sudan in a dangerous path, given
the mindset of Kiir and his supporters, it will take a miracle to
reverse the inevitable. The actions by this group have affected
ordinary people lives badly but in the long run, these evil doers will
test their own medicines. There is no peaceful path to the conflict in
South Sudan. It will be bloody before lasting peace comes to the whole
country. This group is not self-sufficient. They can not support
themselves. Now, the economy is collapsed, they can not afford to fund
their tribal war against non-Dinka. They are begging other nations for
money but they have been denied loans. The end of this tyrant is
nearing.

Dear Par
It is naive to say that Kiir is a killer without mentioning Dr.
Riek and Gatdet. When one try to hide the truth, the truth will tell
itself. I can tell you that I am neither supporting Kiir nor Riek but
the fact remains that elder women were raped and summarily killed in
Bor in 2014 while in the church by Riek forces or called them white
army. If a clear minded person like me saw those women slaughtered
nakedly. Do you thing I will support Dr. Riek? No. Then I would think
of how to protect my mother and community from such attacks.
Therefore, please don’t be one sided otherwise, your political
manoeuve will be dead. Be fair to all.
Thanks

Lual Gatang De Lual,
That’s the stalemate in South Sudan now: “a clear minded”
person like you doesn’t support Dr. Machar for the reasons you have
spelt and those opposed to Kiir as well have their reasons for hating
that man from Akon. Remember these two men have a large following.
How do we arrive at a converging point that brings the two
bitter political divides together?
