We forward herewith letter dated 29/1/17 of Vasundhara C.G.H.S, Sec-22,Dwarka;the contents of which are self explanatory for your information and urgent action.


Most of our members are senior citizens and reside in and around the said location. The construction works in the said location is causing dust, air pollution and sound pollution, which is adversely affecting the health of the residents, in particular the elderly.


In view of the above and the facts stated, you are requested to cancel the lease immediately.

Received this reply from Chief Engg,DDA that the said  Allotment of Commercial Land Plot No-1,Sec-22,Dwarka,New Delhi adjacent to Vasundhara C.G.H.S and Bhagwati C.G.H.S is done through proper channels....as per policy.....

Next stop DPCC.....What say Rejimon Ji........

Grievance Description:Subject: Unauthorized Allotment of Commercial Land Plot No-1,Sec-22,Dwarka,New Delhi adjacent to Vasundhara C.G.H.S and Bhagwati C.G.H.S This is in regards to commercial plot no-1,sec-22,Dwarka,New Delhi given to Bhagwati C.G.H.S (Under Construction) for their use on Lease. The residents are suffering from air pollution, noise pollution and dust pollution as the contractors are operating heavy machinery on the said plot. Illegal extraction of water, exhaust fumes and air pollution and noise pollution are adversely impacting the environment and the health of the residents living in the Vicinity. It would be appreciated if the D.D.A Officials are directed to cancel the lease of the said plot.
Current Status:CASE CLOSED

Details:Report from of office of Chief Engineer Dwarka is as under. This is not a unauthorized allotment as pointed out by the petitioner. This land has been allotted by following due process and as per policy of the Department. The Bhagwati CGHS Ltd. has been allotted the land on temporary basis for which the required rent has been paid to DDA. Regarding Air and Noise pollution the petitioner is requested to approach DPCC for enforcement of the mandatory guidelines. Hence the request of the petitioner for cancellation of lease can not be accepted by DDA because it has been done as per law.

Yes, this guy the CE D P Singh is retiring in March 2017 Before that he tried to Make as much Money as .
They claim the POLICY exist, if so where. Why it is not in PUBLIC DOMAIN ?

1. We must put all STOP, may be call the police to stop it.
Reason: This huge construction have NO  State Environment Impact Assessment Approval. 
2. Separate Vigilance Complaint to be filed
3. We may have to file an RTI seeking all the file Notes on giving out this kind of DDA Land for Private Constructions.

Unfortunately only few people like Mr. Jaggi stand up. Rest all as usual SILENT SPECTATOR...

I guess Bhagwati C.G.H.S also has issues with SEIA Approval......and Centers notification regarding transferring the Environment Clearance to Local Body i.e. MCD has also been stayed by the NGT....

In fact this society Membership is given out by BUILDER without following Procedure under DCS Act 2005 and DCS Rule. As any society have vacant membership should be given out Advt in 2 leading dailies then only fill up vacancies., I could not find any copy of vacancy on RCS website. Who so ever got membership must be in trouble future.. They must check with RCS formally.
. However, I am learning they are enrolling people.. IT IS TRAP.. Innocent people dont know the background where in 1000s of Dwarka Flats draw were held back not follwoing the Rule in the past.
Even now in many CGHS the freehold is not allowed on a/c of this issue only.

C.G.H.S Environment Clearance has been given a fact that Noise Decibels should be less than 85 Decibels.......

I am sending you the official Environment Clearance, which has many conditions in Construction Phase. But the most pertinent is that "All Construction Activity"will be in Inside.....as you rightly pointed.
