That function is used by GGIR internally, as a user you should not have to worry about it.
So, if all goes well GGIR automatically takes in account DST.
In GGIR part 2 output you should see this in the fact that DST nights will results in 25 or 23 measurement hours in a day. Further, in the part 4 output you will notice that when sleep starts before DST and ends after DST it will one hour more or one hour less in sleep duration compared to what you would expect from the start and end clock time.
Did you encounter any data that gave doubt that this is correctly working?
