Help Shape Your City! 

Portland Launches Community Survey

Seeks resident feedback and insights regarding City programs and services



PORTLAND, MaineThe City of Portland is launching a community survey and invites all residents to take part. This important survey provides an opportunity for Portland residents to share their feedback and insights regarding the programs and services provided by the City. The survey will help City officials understand community needs, as well as satisfaction with services and programs, and may help inform future City initiatives and policies. 


City staff are working with ETC Institute, a nationally recognized survey research firm specializing in municipal level resident surveys, on this effort. All responses will remain anonymous and confidential. ETC will compile and analyze the results, present them to the City Council, and make the findings publicly available on the City’s website. Because ETC administers these surveys nationwide, Portland’s results will also be compared regionally and nationally.


“I’m glad the Council included funding for this survey in our budget this year as I think it’s extremely important for us to receive feedback directly from our residents - especially those who don’t normally have the time to share things with us during our regular course of business,” said Mayor Mark Dion. “I’m looking forward to seeing the results so that the Council can have a better understanding of the needs of our community and how we’re doing compared to other cities.”


“The community’s input is invaluable in shaping the future of our city,” said City Manager Danielle West. “I encourage all residents to take the survey so we can serve you better. By participating, you’ll help ensure that our efforts accurately reflect the community’s needs and expectations. Thank you in advance for helping us to build a better Portland!”


How to Participate

A random sample of residents will receive a paper copy of the survey mailed to their home in late November. The mailing will come from the City’s consultant in this effort, ETC Institute. 


The survey is also available online or via telephone for anyone who wishes to participate. Visit portlandmaine.gov/communitysurvey to learn more and complete the survey. 


The survey is available in multiple languages online and by phone. City staff are also working with community partners to make sure the voices of all Portland residents are represented in the survey results. This includes engagement with those who utilize its emergency shelter services.

Very meaty survey.  I suspect most people will dump out of it before getting far along.

They should have broken this up into several parts.  It is seven web pages of questions.  I pdfed every web page and they were two to three pages each (except the last).

I will send them to people if the want to see what is being asked without scrolling through it.

I filled it out. Took maybe 10 minutes. As noted, it's pretty extensive, and not bad as these things go. Some of the categories are a little vague -- i.e. "condition of streets" for a driver means potholes, and for a walker means signal timing. "Police services" -- that might mean very different things to different people. And there are two categories of non-answer -- "no answer" and "don't know", not to mention "neutral", and that's a bit confusing. But as I say, on the whole it's pretty good.

Thanks Steve, I suspected as much. 

Having filled out a number of surveys over the years (I just can’t help but to share my opinions) I find that they often contain poorly worded questions. Presumably with a professional consultant the language will be on point but perhaps they are earning their keep with volume? (Maybe they are paid by the word?)

I just took the survey. It is a little long, but doesn't have any open ended questions so it does move forward pretty well.

I just did the survey.  My only complaint is there were no opportunities to explain answers.  I am satisfied/not satisfied with certian city services not because I think the city is doing a good job with them, but I oppose the city providing the services.

I took the survey. There sure were a lot of questions which I found fatiguing and with a lot of other surveys I fear that ambiguities in some of the questions will skew the results. 
Also, it appears not to be totally anonymous.
