It is not a surprise that a conservative news outlet is giving Susan Collins credit here, but goodness gracious, what is Angus and Pingree doing endorsing this kind of thing?

Camp Ellis is a wild place. The waterfront property there was actually the 2nd row of houses that have since fallen into the brink. They've tried just about everything to prevent the sea from taking the next row. Anything they do just seems to be delaying the inevitable.

I just love the rationale here:  "This problem has been here for well over 100 years, but gosh darnit, we really need to throw an elementary school or two worths of money at it NOW."

Saco has helpfully compiled much of the saga including showing the "ghost parcels" already lost as mentioned by Zack:  Camp Ellis Section 111 (sacomaine.org)

All I know is Maine is perilously close to bankruptcy just keeping up with a lot of basic infrastructure, never mind promising to spend $45 million in precious resources protecting every square mile of threatened beachfront.
