I have been wondering this winter if it would be more effective to deputize/encourage parking control officers to be conducting sidewalk snow inspections as they respond to reports or patrol their routes. Knowing that the demand for sidewalk inspection fluctuates greatly from one season to the next and one week to the next, it would be better to build capacity from within.
On the note of the parking department, I wish PCOs would look out for and ticket vehicles that park on sidewalks during parking bans. I have observed that this practice greatly increases during parking bans, which are times that sidewalks are of the utmost importance- people still use the sidewalks day and night, especially getting to and from properly parked cars. We have gotten to a point this winter where cars parked across a sidewalk can completely obstruct travel, because the adjacent snowbanks are also impassable.
I am not arguing that fines should be an expected revenue source, but between the two above items, the city has left a lot of money on the table, and a lot of it's citizens out to walk in the street.
