Policy Document in response to May & June crashes

Hi Folks, 
I've been erratically working on this document in response to upsetting crashes over the last 2 months.  

It focuses on 2 of our priorities for 2026, 20MPH speed limit and a response to serious crashes leading to immediate quick build safety improvements.  .  


It's probably time to share it.

Hi Folks, 
I was hoping that this might be able to make the policy whitepaper backdrop to a campaign of some kind to get the council to take these issues up; Jacob has been laying out a good plan for such a campaign. 

Thanks to everyone for editing and Liz for offering a re-write incorporating some of those edits.  

I think it's pretty close to being a good basis for a campaign- it could use perhaps a little fleshing out of the details around the mechanism for 20 is plenty-  Liz added a great paragraph describing why 20 MPH is as fast as you should drive around humans.
