The guide emphasizes Speed Safety Cameras (previously known as automated speed enforcement, photo enforcement or photo radar) as a component of a comprehensive speed management program. These devices, implemented with community involvement, equity and transparency, can be an effective tool to improve safety. Speed Safety Cameras should be integrated throughout program planning, operations, and evaluation. The information in this Guide can be valuable to a wide range of traffic safety stakeholders including transportation, law enforcement and policy. This guidance updates and replaces the “Speed Enforcement Camera Systems Operational Guidelines,” published in 2008.
Speeding is one of the most common contributing factors in motor vehicle crashes in the United States. Safe Speeds is a key element of the Safe System Approach and achieving safe speeds is a key focus of the USDOT’s National Roadway Safety Strategy (NRSS). Promoting Speed Safety Cameras as a FHWA Proven Safety Countermeasure is an action highlighted in the NRSS. Speed Safety Cameras have been shown to be an effective tool to protect vulnerable populations in many areas, including in school zones and work zones. Speed Safety Cameras have been shown to reduce all crashes by as much as 54% and reduce fatal and serious injury crashes 20-37% in fixed, mobile, or point to point applications.
