Speed Safety Camera Guide – External Webinar Invitation

We want to invite you to a webinar providing an overview of the new Speed Safety Camera Program Planning and Operations Guide released by FHWA and NHTSA.  The webinar will be held on October 3, 2023, 1:00-2:00 pm (Eastern), registration is required, you can register here.

The guide emphasizes Speed Safety Cameras (previously known as automated speed enforcement, photo enforcement or photo radar) as a component of a comprehensive speed management program.  These devices, implemented with community involvement, equity and transparency, can be an effective tool to improve safety.  Speed Safety Cameras should be integrated throughout program planning, operations, and evaluation.   The information in this Guide can be valuable to a wide range of traffic safety stakeholders including transportation, law enforcement and policy. This guidance updates and replaces the “Speed Enforcement Camera Systems Operational Guidelines,” published in 2008.

 

Speeding is one of the most common contributing factors in motor vehicle crashes in the United States. Safe Speeds is a key element of the Safe System Approach and achieving safe speeds is a key focus of the USDOT’s National Roadway Safety Strategy (NRSS).  Promoting Speed Safety Cameras as a FHWA Proven Safety Countermeasure is an action highlighted in the NRSS.  Speed Safety Cameras have been shown to be an effective tool to protect vulnerable populations in many areas, including in school zones and work zones. Speed Safety Cameras have been shown to reduce all crashes by as much as 54% and reduce fatal and serious injury crashes 20-37% in fixed, mobile, or point to point applications.

Thanks for sharing, John. I’ll review the guide and see if we can find a recording.

I’ve been meaning to send a message to the group on this topic, but haven’t gotten around to it, so this is a great nudge. My family recently moved into a house on Capisic Street, and I’ll spare you the details of our frustration and anxiety, but 30mph seems to be a joke to most drivers.

Not surprisingly, I couldn’t find any speeding citation data in the city’s online reports, so I made a request for some historical data through email (in...@portlandmaine.gov).

Below is what the city’s analyst found. I won’t begin to assume everything the PPD has to deal with, or elements of speed enforcement specifically, but an average of one speeding ticket per day for a city this size seems absurd. I did request a breakdown of speeding tickets per year to see a possible trend, but the city switched reporting systems at the end of 2021 so it would have required a deeper dive.

I’ll leave it there and thank the group for all your time on issues like this.

Total Speeding Citations on Capisic St : 33  (3 were for 15-19 mph over the speed limit, 14 were for 10-14 mph over the speed limit, 12 were for 1-9 mph over and the remainder did not have the speed data entered into the RMS system) 

Total Traffic Stops Citywide : 78,998

Total Citations Citywide : 33,050

Total Speeding Citations Citywide: 4561

Total speeding citations on Capisic St. since December 2021: 1
