I peeked again.

I'm struck by some of the places without red circles. I'd mention where, but that might be a big clue. Also pleasantly surprised to find Santiago on the list.

Considering the hint at the right hand corner, Africa being devoid of red circles and what's making the rounds on big media channels....

Cities where most money is funneled out of (Panama Papers) or concentration of wealth.
