Here is a solution for Sanskrit typing (transliteration) on Windows without using the internet: BhashaIME is one of the best tools available for this purpose.
BhashaIME is a free Input Method Editor for Windows. It helps in creation of Unicode text content in several Bharatiya and Roman scripts. The supported scripts are
Devanagari, Grantha, Kannada, Malayalam, Telugu, Tamil, IAST Roman and
ISO15919 Roman.
Vedic extensions are supported.
To start using BhashaIME, follow these steps:

Extract the folder locally and navigate to the folder named "744".

Copy the file "BhashaIME-RunMe" to your desktop for easy access. Note: Do not delete the extracted folder.

Double-click on "BhashaIME-RunMe" to run the editor.
You should see an icon in the system tray at the bottom-right corner of the screen as shown below:

Click the green square icon, and you will see a pop-up menu:

By selecting Devanagari or using the CTRL+F1 shortcut, you can start typing in Devanagari. The typing scheme is similar to Baraha.
For toggling back and forth between English and the chosen script, one can just use the shortcut CTRL+F9.
To toggle between English and the chosen script, use the CTRL+F9 shortcut. Additionally, you can switch between languages for typing (transliteration) using CTRL+Function Keys as mentioned above (e.g., CTRL+F3 to start typing in ಕನ್ನಡ).
This tool can also be used for adding accent marks to Veda Mantras.
