Thick brake pads

On My 650 B conversion I have offset brake shoes to provide me a extra reach. 
I the brakes shoe gets perilously close to my tire. 
I am afraid if pad gets worn a little the shoe will touch a 42 mm tire
I have ground down the brake shoe  to give me Some clearance but I would like a little more space.
Does anyone have a recommendation for a thick brake shoe that fits a Paul center pull  brake That will keep the shoe a further away from the tire?
I am currently running salmon pads

I pulled together some odd ball parts from the Ed Litton shop fundraiser and among those odd-ball parts was a set of offset brake shoes.  I can photograph them for you and if you want them I can give them to you with a friendly invitation to donate to Ed Litton's widow.  I don't have them in front of me now and I can't see yours, so I don't know if these are any better or worse with respect to the dimension that scares you.  

Is that what you are asking for?  Or are you eliminating your own need for offset brake pads by switching to longer reach Paul center pulls, and now just need THICK brake shoes/pads that will fit?

Standard pads stick out 5 mm from the brakes shoe holder when new. I'd like a pad a little thicker.
These are Paul's longer reach center pull brakes they were just not long enough. So I got the offset brakes shoe

Give that photo, I don't think my offset holders will help you.  I'll photograph them tonight when I'm back in front of my brakes box.  I'll also check them with their "stock" pads as well as with new KoolStop inserts to check if there's any relative difference.  None of that is super likely to help you, I'm afraid.

I almost went down that rabbit hole a few years ago but due to the potential clearance issues I was convinced use a longer reach brake. In my case I used a Dia Compe 750 that I had on hand. Not as blingy as your PAUL brakes but it turns out it was the best tool for the job.

KoolStop Mafac 4-dot replacement pads are extra thick. If they fit your shoes they might solve your problem.

I have Koolstop City pads on a couple of bikes (https://koolstop.com/products/city-threaded). When you include the spacing washer that sits between the back of the pad and the brake arm, there's about 7mm further between the brake arm and rim compared with normal road pad holders that take the inserts.

What the OP really needs is pads that are THICK, like your city pads -PLUS- are offset to extend the reach of their brakes that don't quite reach the rims.  It's straightforward to find thick pads with no offset.  It's straighforward to find offset pads that are not thick.  The OP needs brake pads that are both offset and thick.

The unspoken issue is that the angle of the arm means the pads are riding up the rim, into the tire, as they wear. The OP is looking for thicker pads to prolong the slow creep of the pad into the tire. I would try and add spacers between the arm and the offset pad holder, probably with longer bolts to go with them.

I found it tricky to set up the Paul Racers so I could get a good arm angle and the tire would clear the pads for removal. I was using threaded pads for V-brakes and swapped the spacers around and added some extra spacers. I prioritized proper arm angle over ease of removal. The arms should be making the legs of an 'A' when the pads hit the rim, not a 'V.' The angles are not that dramatic, but you get the idea.

Are you planning to run fenders?  With all that clearance, maybe drop bolts would help.
