The underlying problem with that is that, say, Polymaker makes filament for Bambu Labs and other outfits.  You can get 4 spools of filament from Bambu Labs, same type and color, and it may not be from the same manufacturer.

The issue is the proliferation of weapons in the USA, and most not understanding the 2nd Ammendment. So you have thugs with guns! 
The laws being imposed, violate the 1st amendment, that being the freedom of expression of which 3d printing is 

Doesn't matter about filaments 
And it won't stop criminals!

Gary - spot on! 
I had not even thought about - "violate the 1st amendment, that being the freedom of expression of which 3d printing is" - but that makes Hella Lotta sense!!!
And - True - the Criminals will Always get what they need - they just do it Illegally - and all this does now is Hurt the forward movement of 3D Printing at the Hobby Level!

I'm surprised there isn't a Massive movement of 3D Co's in the USA lobbying against these rulings - to try and Stop them from happening!!!!

On the lobbying front:

I think that Professional level printer manufacturers (Stratasys, etc.) assume it won't apply to them, and I think the companies on the consumer end are too young to understand how much damage this kind of legislation could do to their business.

Huh? I wonder if this level of persecution of a hobby, if it persists and spreads, could reset the 3D printer world all the way back into the DIY days? That would suck.
