YCIG Charter Review Working Group - Public Comment Period [March 28 - April 26]

Dear all, 

After months of discussion among the subgroups of Charter Review Working Group, we have worked on the amended charter and election process for the steering committee. To better prepare the documents for public comment, we have postponed the timeline as follows, 

Updated Timeline:
i. Sub-Group Draft v1 - Jan 18
ii. 2nd Call: - Jan 21/22
iii. Coordinator combine draft v2 - Jan 27 March 27

iv. Public Comment for 30 days - Jan 28 - March 3 March 28 - April 26
v. Final Draft -  9 Mar 6 May
vi. 10-day Objection Period: - Until 19 March Until 16 May
vii. Call to review objections - Week 21 March Week 23 May
viii. Start Election - End of March Early June

And now we are opening the session for 30 days Public Comment from 28 March 2016 to 26 April 2016, welcome all ycig members for comments and inputs on... 
- Amended Charter
- Annex I: Election Process of Steering Committee

David, hi-

I'm sorry to have to ask this, but “months of discussion” -- with whom? 

Speaking as a member of subgroup D, I can say that the text in your attached document does not reflect the discussions this subgroup had, because we have had no almost no conversations and zero phone calls. I have sent questions to the (subgroup) mailing list which received no feedback, and I could not even tell you who our leadership team was? Either I have been left off the email chain or this apparent second draft does not reflect the community consensus of the subgroup, but is instead a rushed mashup of a few emails. In either case, it does not reflect positively on the YCIG's agenda setting and decision making processes.

Thanks for your question and understanding your situation.

Firstly, please allow me to explain the reason of having the "Public Comment Period" is that to avoid the situation from left out any voice of ycig members by another means and for letting community members to get involved. So please feel free also raise your comment in the survey link, and that will be on record and shared with all members in the survey result page.

Following the discussion in this mailing list and outcome of ycig meeting@igf , the charter review working will subject to sub-group coordinators' coordination, that will be of different parts, including A. Steering Committee, B. Election Process, C. Membership, D. Vision and Mission. Knowing that you are from subgroup D on Vision and Mission, however the amended charter and annex are more on Steering Committee structure and electi on, it will be delighted if you can share your view with us on other areas too.

Last but not least, from the timeline you may see there is other agreed procedure on the review process, really welcome all to join the discussion in the coming period of time. I believe all subgroup coordinator and I are treasure the openness and community member engagement of the discussion, and that is the reason we together with other subgroup members to work in voluntary based, I think that also why Ayden you do the same, so really thanks for your inputs and I feel sorry for your experience. Would cordially invite you for inputs again here in the public comment period.

Dear David,

agreed procedure is all nice and fine, however if the discussions are not carried over to the document (same here with group C) I do not see that the process is open or community driven. There has been little discussion so far and I am curious how the lack of responses in the working group translated into this next level draft. While I assume these two month have been used by the coordinators of the groups to work on the documents, however it seems in a not overly consultative manner.

While i agree that certain discussions did not get into tune,
WE can simply use this period to make comments within the 
window provided to correct such anomalies.

You would discover that a lot is going on globally concerning
Internet Governance. We need to stand right and make the 
difference count now.

Dear all, 

Thanks Martin and Akinbo for the comment and response.

As Internet Governance of the community driven and multi-stakeholders engagement method is a quite new way for global policy discussion of the society, there is always room for improvement. Nevertheless, really agreed that it is now a good chance for everyone of us to get involved and make the difference, think which is of all our consensus.

Hereby, the working group is call for action again on commenting the draft, which the 30 days Public Comment is from 28 March 2016 to 26 April 2016.

I think the real question is where this documents came from. The problem is if they do not express the community position in governance we are not doing it right.
