On another note, I would like to urge everyone here to volunteer to join the Persons In Charge; as you can see the list doesn't have some regions, it doesn't have enough diversity in gender representation.
It will be good for each subgroup to have persons in charge from each of the UN regions. As of May 2014, the 193 UN member states are divided into five (5) regional groups.
- the African Group, with 54 member states
- the Asia-Pacific Group, with 53 member states
- the Eastern European Group, with 23 member states
- the Latin American and Caribbean Group (GRULAC), with 33 member states
- the Western European and Others Group (WEOG), with 28 member states, plus 1 member state as observer.

Hi, all- Thanks for all the work you have done in re-establishing the YCIG. I am new to this community and have been trying to find my place. In time I'd like to be making more of a contribution. Could I please join Martin and seek some clarification here: what is the difference between the role of coordinator, volunteer, and observer? I presume an observer remains on the list-serv but does not comment -- is this correct? As I can find there "Everyone can participate" and nothing with regards to observer status or volunteers I continue to assume everyone can participate on equal footing, which also seems the proper way to do it. Afterall the charter changes need to be adopted by the entire mailing list in order to be valid. Leaving people out to only cast their vote/agreement in the end of the process is no way to foster consensus.

Thanks everyone for joining the sub-group, and sorry for the late response of this coordination email due to the peak Christmas period.
Dear coordinators, kindly refer to the following list to start working on the draft with your group members, referring to the proposed timeline.
Proposed Timeline:
i. Sub-Group Draft v1 - Jan 18
ii. 2nd Call: - Jan 21/22
iii. Coordinator combine draft v2 - Jan 27
iv. Public Comment for 30 days - Jan 28 - March 3)
v. Final Draft - 9 Mar
vi. 10-day Objection Period: - Until 19 March
vii. Call to review objections - Week 21 March
viii. Start Election - End of March
Understanding there is concern on "observer", as the period of call for volunteers of the working group was closed on 5 Dec, "observer" is serve as another role for members to participate. However, no matter how, as agreed, the process of all discussion will be opened and with consented procedure, all members can feel free to comment or observe. However, the separated role will be easier for coordinators to moderate the meeting and keep things in good record. I would like to suggest letting coordinators the flexibility to coordinate on that.
With the belief of multi-stakeholder involvement, I believe we all treasure the contributions, affords and supports from different stakeholders to YCIG. Nevertheless, we should in mind of letting youth and younger generation to take the lead, which will be an excellent showcase of the concept of youth-led with cooperation with different "senior" friends on behalf of YCIG.
"If you are under 30, interested in Internet Governance, and able to get involved in Internet Governance debates – join the YCIG mailing list, introduce yourself, and get the discussion going over what this Coalition should be doing. You might be new to Internet Governance and the IGF, or you might already have taken part in the IGF as a young person, but not engaged with the YCIG. The group needs new volunteers, new ideas, and new leaders. In short – it needs you.
If you don’t get involved – who else will?"

Also, can I please ask: when you mention that we should have the Sub-Group Draft v1 ready by 18 January, is this something we are starting from scratch, or is there a draft already in existence? If it's the latter, where can I find this document? For subgroup D, we are only 10, so perhaps it would be possible for us to schedule a group Skype chat or call to discuss next steps? We are currently chatting through a closed email chain, but a conversation probably does need to be had about how we will archive our communications so that others can review our work.
