I'm creating a web data service . . . is it possible to share how you
created the metadata document at:

https://api.datamarket.azure.com/WorldBank/WorldDevelopmentIndicators/$metadata

I'm seeking information on how to include this namespace:

xmlns:dr="http://schemas.microsoft.com/dallas/2010/04"

And, how the "dr" namespace attributes where added such as this
parameter:

<Parameter Name="LanguageCode" Type="Edm.String" Mode="In"
Nullable="false" dr:Enum="en|es|fr|ar" dr:Description="Language code
can be: English (en), Spanish (es), French (fr), Arabic (ar)."/>
