How create a privilege control system

Hi guys.

I'd like to know how can I create a privilege system control to use on systems that require it.
Like a user who has just view permissions or permissions in just a part of my system. And a user who has administrative privileges and can modify data, inactivate users, and so on...

Here's an example of how to do this in PHP/MySQL that you could
convert into Python. I am showing it not to recommend you use PHP
instead, but because it shows how this could be done conceptually.
