v 8.5 error while creating application executable

I receive an error while packaging.

Packaging Rule Error: Class variable NlsConfigurationFileName does not exist.

Does anyone have an idea what could be causing this.

What did you package (Create new Instructions) and what was the Image Startup Class you defined in the packager ?

SD also opened case 49049 and I sent the patch. If other people run into the problem, the patch is to remove the line in Core class>>#packagingRulesFor: that references NlsConfigurationFileName.
