Chris , As a beginner, I am looking for the answer to a " simple " question.
 
  I have Python 3.6 loaded onto Linux Mint 64 bitt.

 The question is: Do I open terminal, call up Python 3 and then download packages ?

  i.e sudo apt-get libreadline-dev ?

A good practice is to use virtualenv to keep your development for projects and instllations separate see:

In that case you would use pip.

I concur with Frank, use virtualenv, though I'd recommend using virtualenvwrapper (which is a wrapper for virtualenv).

It makes managing your virtualenv's easier. Make sure you are using the pip version for the version of python you are using. The default pip will most likely be for the 2.x version you are using, though once you are in the virtual environment it won't matter. I should back up and say make sure which version of python you will be using in your virtual environment. To know which version type which and the name of the command like which pip.
