What version of OS X are you using?

Please look in the Console Log for messages that describe the specific problem with /Users.

OK. The owner of /Users is incorrect and insecure. You have installed some software that corrupted the ownership of /Users. That could mean that the software also did other "bad" things to your system, so if I were you I would do a fresh, clean reinstall El Capitan.

But if you want to try to fix /Users, do the following in Terminal:

sudo chown root:admin /Users

sudo chmod 755 /Users

The first time you us "sudo", you will be asked for your password. Type it in and then press the "enter/return" key. Nothing will appear as you type, not even asterisk characters ("*").

From what I can tell, this should work even with El Capitan's "System Integrity Protection" because it doesn't protect /Users, but I could be wrong about that.
