The training examples for all relevance rating levels (-1,0,1,2) are
before (and including) the training_time_range_end.

The *Evaluation* Time Range (ETR) begins in the date-hour after the
date-hour identified by training_time_range_end

If the training_time_range_end is ``null``, then that entity is not a CCR
query target.
