Repository does not sync automatically

I have a repository that requires me to run trac-admin repository resync * every single time there is a commit, otherwise commits since the last resync do not show up in the source browser.  I have plenty of other installations that work fine, so obviously I messed up something with this particular setup.  Where do I look to debug this?

Trac 0.12.2
Amazon Linux (CentOS variant)
Python 2.6.6

Are you calling trac-svn-hook in post-commit? One thing I have often forgotten to do was to un-comment and edit the configuration sections:
