Even, I try to execute this "trac-admin  /usr/trac/ repository list" in tracevn directory I get the same error.

 No luck so far. 

Is it possible to create a new trac env and then replace it with existing directory?

After couple of stressful hours I mange to make it work. I have no idea what went wrong. 

The base trac directory is /usr/trace/dev but somehow its broken. I created a new env and replaced trac.ini form broken trac.  

So here is the quick ugly fix:

0) trac-admin /usr/trac/dev_patch initenv

1) cp /usr/trac/dev/conf/trac.ini /usr/trac/dev_patch/conf/trac.ini

2) tracd --port 8001 usr/trac/dev_patch

If it does not work then try to enable stderr in trac.ini and try again. This works with tracd.

In order to make it work with apache modify the below file and update directory path.

3) nano /etc/apache2/sites-enabled/trac

It sounds like you might have a permissions problems on TRACENV or some subdirectory.

I doubt if thats the case, chmod-ed all the directories with full read\write.
