I tried both versions, trunk and 0.11 with a Trac-1.0.0.
AnnouncerPlugin 0.11 doesn't work at all for me, it stops with AttributeError in upgrade (see http://trac-hacks.org/ticket/9742).
Trunk seems to work fine for the ticket system, but I don't get emails from FullBlogPlugin (current version) on creating new blog posts. I added
[fullblog-announcement]
always_notify_author = enabled
blog_email_subject = Blog: ${blog.name} ${action}
but it doesn't help. All AnnouncerPlugin checkboxes on Admin are checked on. Trac's default notification system is switched off. FullBlogNotificationPlugin has been uninstalled. What could be wrong?

The FullBlog extension is broken at the moment. I have a patched queued up, which will be committed shortly (maybe as early as this evening), after review by hasienda:
