cannot install tlaps

Hello,

My laptop died so I'm installing on a replacement and downloaded tlaps to my Download folder.

On the Cygwin terminal, I cd to Downloads and try $ ./tlaps-1.4.3-*-cygwin-inst.exe

but it tells me -bash: blah blah blah: No such file or directory or command not found.

I searched the message topics but could not find anything relevant. Please help at your next convenience. Thanks.
