Asking your advice how to achieve some specific functions

My goal is a TW that presents a work of literature and allows for personal comments.  Besides comments specific to a passage, comments can be collected topically. 

My interest is in the Bible, and this TW has the entire writings of Luke to serve as a pilot.  Plus a couple of topic-based tiddlers.

I provided a half-dozen user stories that should demonstrate what I want. I need your advice on how to get there!
